Mumbai: Over a million Kendriya Vidyalaya students across the country could soon enjoy an extended weekend as the authorities are mulling over cutting their working days and making schooling a five-day affair.
   This is aimed at allowing students to “pursue selflearning” and follow their passion and indulge in nonacademic activities. In a meeting last week, Kendriya Vidyalaya Sangathan heads felt that five-day week would give “space” to children who, for years, merely get an off on Sundays besides the second Saturday of the month.
   “Keeping them bound to the school routine six days a week is detrimental to their natural growth of talent in various fields,” noted the minutes of the meeting (a copy is with TOI) on Thursday.
   The KVs outside India, in Iran, Moscow and Khatmandu, work for five days. “While the Western system of education is quoted and applauded in ways, the important aspect of giving autonomy to students to pursue their hobbies and interests away from the Vidyalaya binding is overlooked,” noted All India Kendriya Vidyalaya Teachers’ Association president A S Mazumdar. He added that there are several institutions that follow a five-day-week time table.
   Most teachers acknowledged that such an arrangement would also reduce their work stress.
   “It is possible for schools to follow a five-day week and maintain academic rigour too. We have always followed such a work schedule and there has been no problem that we have faced. We do work more on a case-to-case basis when someone needs more attention,” said Mumbai’s Podar School principal Avnita Bir.
   But Bir pointed out that under their job profile, the KVS staff has a lot of paperwork to do and she was not sure how teachers would manage that.

Times View
Giving school children an extra day off in the week can indeed help in reducing their stress levels. However, if that is to work, both teachers and parents must bear in mind the purpose of the long weekend. If the school uses it to give a double dose of homework to the children, it would be defeating the purpose. Equally, if parents see it as an opportunity to squeeze in some more tuitions or extra hours of study on Saturday, the measure is doomed to fail. Ultimately reducing stress on kids requires achange in mindsets. Logistical measures like an extra day off or lighter schoolbags can help only if accompanied by that change.

Mode of Disbursal of Scholarship
a. Scholarship amount shall be sent to the selected candidate’s Bank Account only by ECS (Electronic Clearing System) mode.
b. Applicants are requested to open Bank Account in his/her name in a branch of any Scheduled Nationalised/ commercial Bank which has ECS facility.Applicants are advised to provide their Bank Account number, Bank Name and detail address of the Bank and the correct RTGS/NEFT branch code of the Bank.
c. No request for sending the amount of scholarship by Draft or in account of parents or joint account will be entertained
Renewal of Scholarship
a. For renewal of Scholarship, applicant has to apply on separate renewal form. Applicant should have passed in all the subjects in semester/annual examinations with not less than 60 % marks in the aggregate of 2 semester or annual examinations and have maintained 75 % attendance, good discipline and not involved in ragging activities etc.
b. Scholarship once cancelled will not be revived under any circumstances.

How to apply for Scholarship:
A. Check eligibility criteria
B. If eligible, obtain the Bank Details of your Account, RTGS/NEFT branch code of the bank from the Bank Manager.
C. Fill the application form of Scholarship online.
D. Application form and Joining report will be generated online and these may be printed on A4 size paper.
E. Get the Joining report verified from Institution’s Head from where course is being pursued.
F. Get the Income affidavit on a non-judicial stamp paper of Rs.10/- duly sworn in before Notary Public/First class Executive Magistrate/Revenue Officer as per the prescribed format.
G. Send the Online generated Application Form along with the following documents:
o Duly signed Online generated Application form.
o Joining report Attested by Head of Institution/Report.
o Copy of Mark sheet of Sr.School Certificate Exam – 2012 Write online registration no. on its top.
o Copy of Caste Certificate, if applicable. Write online registration no. on its top.
o Income Affidaviton a non-judicial stamp paper of Rs.10/- in original. Write online registration no. on its top.
o Income Tax Returns/Form-16 of both the Parents (of the year ending Mar 2010) issued by the employer should be attached alongwith the affidavit wherever applicable)

Note:
1. Those students who have passed Class- XII Exam from CBSE prior to 2012 are not eligible to apply.
2. Only online application forms will be accepted. Forms of previous year or website printouts without bearing online Registration No. will be rejected. The application in respect of the candidates who have filled in the details online but have not submitted the signed forms along with Joining report and Income affidavit before due date will be rejected.
3. Mere submission of the application form/fulfilling the eligibility criteria will not entitle the applicant for the award of Scholarship. Scholarships will be distributed among various streams and various categories on merit as per criteria advised by the Ministry of HRD, Govt. of India.
4. Applicant is entitled to receive only one scholarship at a time. If the applicant is in receipt of any scholarship from any other scheme he/she has to refund that scholarship, failing which action will be taken as per rules.

Definition and Clarification regarding Creamy Layer
Children of the persons in civil services of the Central and the State Governments, it provides that son(s) and daughter(s) of:-
(a) Parents, both of whom are directly recruited Class I / Group' A' officers;
(b) Parents, either of whom is a directly recruited Class I / Group 'A' officer;
(c) Parents, both of whom are directly recruited Class I Group 'A' officers, but one of them
dies or suffers permanent incapacitation;
(d) Parents, either of whom is a directly recruited Class I / Group 'A' officer and such parent dies or suffers permanent incapacitation and before such death or such incapacitation has had the benefit of employment in any International Organization like UN, IMF, World Bank, etc., for a period of not less than 5 years;
(e) Parents, both of whom are directly recruited Class I / Group 'A' officers and both of them die or suffer permanent incapacitation and before such death or such incapacitation of the both, either of them has had the benefit of employment in any International Organization like UN, IMF, World Bank, etc., for a period of not less than 5 years;
(f) Parents, both of whom are directly recruited Class II / Group 'B' officers;
(g) Parents of whom only the husband is a directly recruited Class II / Group 'B' officer and he gets into Class I/ Group 'A' at the age of 40 or earlier;

2. The Schedule further provides that sons and daughters of:-
(i) Parents either of whom or both of whom are directly recruited Class I / Group' A' officer(s) and such parent(s) dies/die or suffers / suffer permanent incapacitation;
(ii) Parents both of whom are directly recruited Class II / Group 'B' officers and one of them dies or suffers permanent incapacitation;
(iii) Parents both of whom are directly recruited Class II / Group 'B' officers and both of them die or suffer permanent incapacitation, even though either of them has had the benefit of employment in any International Organization like UN, IMF, World Bank, etc., for a period of not less than 5 years before their death or permanent incapacitation.

3. The criteria prescribed for determining creamy layer status of sons and daughters of persons in Government service mutatis mutandis applies to the sons and daughters of persons holding equivalent or comparable posts in PSUs, Banks, Insurance Organizations, Universities, etc., and also holding equivalent or comparable posts and positions under private employment. The creamy layer status of the sons and daughters of employees of organizations where evaluation of the posts on equivalent or comparable basis has not been made is determined on the basis of 'Income / Wealth Test' given in the schedule. The Income / Wealth Test prescribes that the sons and daughters of persons having gross annual income of Rs. 2.5 lakhs# or above or possessing wealth above the exemption limit as prescribed in the Wealth Tax Act for a period of three consecutive years would be treated to fall in creamy layer. An explanation is given below the Income / Wealth Test which provides that 'income from salaries or agricultural land shall not be clubbed'. (# Revised to Rs 4.5 Lakh)
4. Following questions have been raised from time to time about the application of the above provisions to determine creamy layer:-
(i) Will the sons and daughters of parents either of whom or both of whom are directly recruited Class I / Group 'A' officer(s) and such parent(s) dies / die or suffers / suffer permanent incapacitation after retirement be treated to be excluded from the creamy layer?
(ii) Will the sons and daughters of parents, both of whom are directly recruited Class II / Group 'B' officers and one of them dies or suffer permanent incapacitation after retirement be treated to be excluded from the creamy layer?
(iii) Will the sons and daughters of parents, both of whom are directly recruited Class II / Group 'B' officers and both of them die or suffer permanent incapacitation after retirement even though either of them has had got the benefit of employment in any International Organization like UN, IMF, World Bank, etc., for a period of not less than 5 years before their death or permanent incapacitation be treated to be excluded from the purview of creamy layer?
(iv) Will the sons and daughters of parent(s) who retire from the service on the basis of which their sons and daughters fall in creamy layer, continue to fall in creamy layer after retirement of the parent(s)?
(v) Will the sons and daughters of parents of whom husband is directly recruited Class III / Group 'C' or Class IV / Group 'D' employee and he gets into Class I /Group' A' at the age of 40 or earlier be treated to be falling in creamy layer?
(vi) Will a candidate who himself is a directly recruited Class I / Group 'A' officer or a directly recruited Class II / Group 'B' officer who got into Class I/ Group 'A' at the age of 40 or earlier be treated to be falling in creamy layer on the basis of his service status?
(vii) Will a candidate who has gross annual income of Rs. 2.5 lakh# or above or possesses wealth above the exemption limit as prescribed in the Wealth Tax Act for a period of three consecutive years be treated to fall in creamy layer? (# Revised to Rs 4.5 Lakh)
(viii) The instructions provide that a lady belonging to OBC category who has got married to a directly recruited Class I/ Group 'A' officer shall not be treated as falling in creamy layer on the basis of her marriage. Will a man belonging to OBC category who is married to a directly recruited Class I / Group' A' officer be treated as falling in creamy layer on the basis of his marriage?
(ix) How will the Income / Wealth Test apply in case of sons and daughters of parent(s) employed in PSUs, etc., in which equivalence or comparability of posts has not been established vis-a-vis posts in the Government?
(x) What is the scope of the explanation, 'Income from salaries or agricultural land shall not be clubbed', given below the Income / Wealth Test?
5. It is clarified in regard to Clauses (i), (ii) and (iii) of Para. 4 that the sons and daughters of:-
(a) Parents either of whom or both of whom are directly recruited Class I / Group 'A' officers and such parent(s) dies / die or suffers / suffer permanent incapacitation while in service;
(b) Parents both of whom are directly recruited Class II / Group 'B' officers and one of them dies or suffers permanent incapacitation while in service; and
(c) Parents both of whom are directly recruited Class II / Group 'B' officers and both of them die or suffer permanent incapacitation while in service, even though either of them has had the benefit of employment in any International Organization like UN, IMF, World Bank, etc., for a period of not less than 5 years before their death or permanent incapacitation.

But if the parent(s) dies / die or suffers / suffer permanent incapacitation in such cases after retirement from service, his / their sons and daughters would be treated to be falling in creamy layer and would not get the benefit of reservation.
6. In regard to Clause (iv) of Para. 4, it is clarified that sons and daughters of parents who are included in the creamy layer on the basis of service status of their parents shall continue to be treated in creamy layer even if their parents have retired or have died after retirement.
7. In regard to Clause (v) of Para. 4, it is clarified that the sons and daughters of parents of whom only the husband is a directly recruited Class II / Group 'B' officer who gets into Class I / Group 'A' at the age of 40 or earlier are treated to be in creamy layer. If the father is directly recruited Class III / Group 'C' or Class IV / Group 'D' employee and he gets into Class I / Group 'A' at the age of 40 or earlier, his sons and daughters shall not be treated to be falling in creamy layer.
8. In regard to Clauses (vi), (vii) and (viii) of Para. 4, it is clarified that the creamy layer status of a candidate is determined on the basis of the status of his parents and not on the basis of his own status or income or on the basis of status or income of his / her spouse. Therefore, while determining the creamy layer status of a person, the status or the income of the candidate himself or of his / her spouse shall not be taken into account.
9. In regard to Clause (ix) of Para. 4, it is clarified that the creamy layer status of sons and daughters of persons employed in organizations where equivalence or comparability of posts vis-a-vis posts in Government has not been evaluated is determined as follows:-
Income of the parents from the salaries and from the other sources other than salaries and agricultural land is determined separately. If either the income of the parents from the salaries or the income of the parents from other sources other than salaries and agricultural land exceeds the limit of Rs. 2.5 lakhs# per annum for a period of three consecutive years, the sons and daughters of such persons shall be treated to fall in creamy layer. But the sons and daughters of parents whose income from salaries is less
than Rs. 2.5 lakhs# per annum and income from other sources is also less than Rs. 2.5 lakhs# per annum will not be treated as falling in creamy layer even if the sum of the income from salaries and the income from the other sources is more than Rs. 2.5 lakhs# per annum for a period of three consecutive years. It may be noted that income from agricultural land is not taken into account while applying the Test.

10. In regard to Clause (x) of Para. 4, it is clarified that while applying the Income / Wealth Test to determine creamy layer status of any candidate as given in Category-VI of the Schedule to the OM, income from the salaries and income from agricultural land shall not be taken into account. It means that if income from salaries of the parents of any candidate is more than Rs. 2.5 lakhs per annum, income from agricultural land is more than Rs. 2.5 lakhs per annum, but income from other sources is less than Rs. 2.5 lakhs per annum, the candidate shall not be treated to be falling in creamy layer on the basis of Income / Wealth Test, provided his parent(s) do not possess wealth above the exemption limit as prescribed in the Wealth Tax Act for a period of three consecutive years. • The schools are advised to take a checklist of this data from the CBSE Server (www.cbse.nic.in) and mark corrections on this checklist and update the corrections on the CBSE Server (www.cbse.nic.in).
• It is mandatory for all schools affiliated with the Board to
submit the details of all candidates who are on their rolls in Class X and Class XII for the academic session 2012-13. Board shall allot Roll Numbers to all Candidates.

Kendriya Vidyalaya Sangathan, a premier Government organization in India that administers more than 1000 schools known as ‘Kendriya Vidyalayas’ all over India and abroad with student strength of more than 10 lakhs, has come up with a new scheme for special admission called Special dispensation admission.
In this scheme, Each Member of Parliament (MP) can refer 6 students for admission in an academic year in to Kendriya Vidyalayas situated in the constituency from which the MP is elected.  If there is no Kendriya Vidyalaya is situated in his/her constituency the recommendation can be made to KVs in neighbouring constituency.
The parents of recommended students should be belonging to the constituency from which the MP is elected (either by domicile or on account of having been soon-before posted there or else on account of exigencies of service).
In order to ensure that this recommendations should not affect the admissions of other students, it is also ordered by KVS that the admissions under MP recommendation shall be over and above Class strength.
A Rajya Sabha Members can recommend in Kendriya Vidyalayas throughout the state from which he/she is elected.  As far as nominated members of Lok Sabha/Rajya Sabha, recommendations would be accepted for Kendriya Vidyalayas situated throughout the Country for 6 students in an academic year.
In General, the recommendations under this scheme should be made on or before 31st of July every year in the prescribed format provided to each member of Parliament by KVS Head Quarters.

Subject:- New Scheme of Special Dispensation Admission in Kendriya Vidyalayas
Consequent upon the approval of the Board of Governors of KVS in the 93rd Meeting held on 12th July 2012, the New Scheme of Special Dispensation Admission for Members of Parliament for recommending names for admission in Kendriya Vidyalayas (in lieu of the existing scheme), comes into vogue with immediate effect with the following features:-
(i). Each MP can refer 06 (six) cases for admission under the Scheme in an academic year but such recommendations shall be confined to children whose parents belong to his constituency either by domicile or on account of having been soon-before posted there or else on account of exigencies of service migrate to his constituency. Such recommendations would be for admissions in Kendriya Vidyalayas located in his constituency only. In case there is no Kendriya Vidyalaya in the constituency of the Hon’ble MP (Lok Sabha), he/she may recommend these admissions in the Kendriya Vidyalaya(s) located in any neighbouring contiguous constituency. For Members of the Rajya Sabha, the state from which the member has been elected would be deemed to be his constituency for this purpose. Nominated members of the Rajya Sabha and Lok Sabha can recommend 06 cases for admission in any one or more Kendriya Vidyalayas of the country.
(ii). These admissions shall be over and above the class strength.
(iii). These recommendations would be made for all classes except pre-primary, and classes Xth and XIIth.
(iv). These admissions would be made at the beginning of the academic year and no admission would be allowed after the prescribed cut off date (i.e. 31st July) of the year.
(v). The recommendations to be made shall be valid only if these are made in the prescribed format provided to each Member of Parliament by KVS(HQ). Recommendations sent in any other format/manner shall not be considered.
(vi). The children recommended by Hon’ble Members of Parliament must be otherwise eligible for admission as per the extant KVS Admission Guidelines.

Kendriya Vidyalayas to teach German Language

The KVS has taken a decision to offer German as a third language in its schools. A large number of the Kendriya Vidyalayas have shown an interest in introducing German into their school network and have already started teaching German as a part of the curriculum. The Kendriya Vidyalaya Sangathan is a premier organization in India administering over a 1000 schools all over India.  Recently, a Memorandum of Understanding was signed between the Kendriya Vidyalaya Sangathan (KVS)and Goethe-Institute/Max Mueller Bhavan.  The Goethe-Institute Max Mueller Bhavan (MMB) is an organization that supports the teaching of German. It offers organizational and academic support to partner institutions in the host country that choose to offer German as a Foreign Language as a part of their curriculum. The MoU aims at
•     imparting communicative German language training to students of Kendriya Vidyalayas.
•    Training and supporting teachers of KVs in implementing the German project involving teaching German language in Kendriya Vidyalayas.
•    Equipping schools with materials to support the teaching of German language.

Kendriya Vidyalaya Sangathan has instructed all head of Institutions coming under its control to educate parents and public regarding Article 123 of Education Code which covers the fees concessions in KV.  The letter dated 10.5.2012 written in this regard by KV Sangathan and Text of Artcile 123 of Education code are reproduced below.

Sir / Madam,
As per Article 123 of Education Code various concession in the fee have been provided to the students. However, it has come to our notice that such provisions are not known to a large number of parents. As a result, they directly approach KVS HQs with queries. Hence, it is requested that principal of KVs under your jurisdiction be given instruction to publicize the provision of Article 123 and display it on the school website so that deserving students get the benefit of such provision.
This issues with the approval of competent authority.

Article 123 Concessions:
a)      If more than one child of the same parent is studying in class IX to XII of Kendriya Vidyalaya, the child in the higher class shall pay full tuition fee and second child only half of the tuition fee, whether the latter is studying in the same or in any other Kendriya Vidyalaya.
b)      Deserving students whose parents/guardians are not in a position to pay the prescribed tuition fee may be exempted from payment of such fee to the extent indicated below
I.            Full and half-fee concession may be granted at this discretion of the principal to not more than 20 % of the total number of students on roll in each of the Secondary and Senior Secondary classes as on 31st July of the year, provided the cost of this concession does not at any time exceed 10% of full concession. For this purpose, the total number of students on roll shall be exclusive of total number of students of the exempted categories availing fee concession.
II.            The number of fee concessions shall not be altered during the year but any freeship or half-freeship, within the prescribed limit not granted at the beginning of the year or which has become available in the course of the year or which has become available in the course of the year by reason of a free of half-free scholar ceasing to be a student , may be awarded to other deserving students.
III.            If the number of eligible students entitled to the mentioned in (i) above exceeds the number permissible within the financial limits laid down therein, the concession shall be restricted to more deserving students on the basis of merit , such merit being determined on the basis of their relative performance at the preceding annual examination or by holding where necessary , a special examination for the purpose of determining their inter se merit.

Kendriya Vidyalayas (KVs) are all set for a major transformation. From a pilot project involving creation of 500 e-classrooms across 50 schools to introduction of mobile multimedia teaching devices and provision of digital teacher’s diary to all teachers, KVs will provide an ICT-enabled learning environment.
KVs already boast of one of the highest student-computer ratio. The Kendriya Vidyalaya Sangathan (KVS) plans to provide tablets to students Class IX onwards from 2013. Gaining in strength from 20 schools in 1962-63 to 1,087 in 2012, and catering to over 1.05 million students across India, the KVs have been one of the best performers in the CBSE Board exams. They will now be adding another feather to their cap.
Avinash Dikshit, commissioner, KVS, told TOI: “Although we have one computer for 22 students, the computers are present only in the laboratories. The idea is to use technology in classrooms to enhance the learning process. The e-classroom pilot project will start from August this year – one section from classes III to XII across 50 schools will be equipped with computers, projectors, interactive white boards and internet connectivity.” The estimated cost of the 500 e-classrooms would be Rs 10 crore.
What’s more, even the course content would be unique. Using the 40,000-strong teaching staff, the KVS has created its own content and digitised it for all courses from Classes III to XII from 2012. “Normally, we use readymade content found in NCERT textbooks. Since we have a large number of teachers, we used their creativity to develop our own content, which will make the subjects interesting, but it’s within the NCERT-prescribed syllabi. With the use of ICT and multimedia tools, teachers can now demonstrate the functioning of a human heart in a more comprehensive manner rather than drawing diagrams on the blackboard,” added Dikshit.
While the pilot run of e-classrooms is being restricted bigger schools (with three sections in each class), 700 other schools are being identified where mobile multimedia devices will be used as projectors in classrooms. So far, 28,000 teachers have been equipped with ICT skills by Intel and Oracle. “We are also giving 90% interest-free loans to teachers for purchasing laptops,” said Dikshit.
Teachers across 300 KVs are already being given a electronic comprehensive teaching learning tool (ECTLT) or a digital teacher’s diary to help them plan what they will teach.
“It also has a evaluation component which maintains a complete record of the teachers as to how and what they have taught or how they have conducted the classes. Moreover, it records each student’s performance which can be accessed by the parents as well,” informed Dikshit.
